| Student Council |
| The UPVCC Student Counscil is classified as a student institution and a member of the National Union of Students of the Philippines (NUSP) and KASAMA sa UP. |
| Powers, Duties & Responsibilities |
It shall be the primary duty of the Student Council to uphold the Constitution of the Council and to abide by its by-laws.
To initiate and conduct student activities designed to promote general student interest and welfare, and to protect students' rights.
To represent the students and participate whenever called upon in policy-making bodies of the college relative to student affairs.
To exercise jurisdiction over all duly recognized student organizations in consultation with the Office of the Student Development Services of the UPV Cebu College.
To exercise discipline over members of the Student Council.
To deliberate with the Dean of the College issues affecting the students.
To foster the UP spirit among the students that they may live to the best tradition of the University.
To instill in the students a sense of public dedication and service.
To promote and protect the integrity of the Council.
To report vital information that may affect the Council and the interest of its members.Back to top

Aims & Objectives |
- The UPVCC Student Council shall aim to contribute to the promotion of general interest and welfare, and to the protection of students' rights.
- The UPVCC Student Council shall aim to foster among the studentry the spirit of active involvement on issues affecting their national life.
- The UPVCC Student Council shall strive for the perpetuation of freedom, equality and democracy.
- The UPVCC Student Council shall serve as a forum for sentiments and interests of the students.

STRAW
- Campaign for the reinstating of the Five-Day Class Week which was won during the second semester.
- Campaign for the scrapping of Exorbitant Fees which has led to gains for the student body:
* Junking of the Late Registration Fee which burdened late enrollees with 50.00pesos
* Rechanneling of the P100.00 deposit for the use of the student council and publication.
- Spearheaded the campaign against Tuition and other Fee Increases (TOFI):

STRAW (Students' Rights and Welfare) Committee
Head: Ralph Sanchez
The STRAW is the leading committee of the SC in its defense and advancement of students' democratic interests. Upholding the principle of “Education for All,” STRAW aims to unite the students and other sectors in order to assert their right to quality and accessible education. Likewise, it seeks to address the concerns of the students, specially on repressive policies within the college.
Gender and Youth Desk
Head: Heno Rey Chin
The Gender and Youth Desk actively campaigns for harmony between all sexes and genders and establish a gender fair environment free from abuses and discrimination. It aids the STRAW committee and cooperates with the Gender Advocacy and Development and Anti Sexual Harassment, violence against women and other such issues.
Environment Desk
Head: Gayle Opsima
The Environment Desk aims to increase awareness and educate students on environmental issues and concerns hounding the university and the nation. An essential part of this process is to know the basic problems confronting the environment and their root causes to be better equipped to formulate and apply concrete workable solutions. To this end, the desk shall engage the students' active participation and vigilant watch over issues concerning the environment.
CRAW (Community Rights and Welfare) Committee
Head: Stacey Cardoso
The Community Rights and Welfare Committee envision a vibrant and united UP community where community rights and welfare are genuinely advanced and continuously upheld. CRAW, along with the whole SC, forges strong links and establishes unity with other members of the UP community – the faculty, research and extension staff, administrative personnel, janitors, security guards, vendors and the urban poor communities within the UP campus.

Sports Desk
Head: Charito Tan
The Sports Desk aims to become a center fro sports-related issues and promote the health, well being, and rights of students and the UP community. It aims to enliven a harmonious relationship with and among spots enthusiasts, the students, and the UP athletes by attending to their needs. To this end, the desk will gather support for the UP athletes and respond to their concerns.
Pulse Desk
Head: Genry Gabayan
The Pulse Desk conducts surveys and statistical analysis to solicit views of students. It provides support on the survey and statistical aspects of the work taken up by other committees of the SC so as to guide it in mass campaigns.
SOFS (Student Organizations Fraternities and Sororities) and UNISO
Heads: Gian Marko Enfectana and Karen Ann Zarraga
The Student Organizations, Fraternities and Sororities Committee serves as a venue for the SC to reach out to the student body and involve them in activities and campaigns. It aims to protect the basic right to organization by pushing for the improvement of organization recognition, espousing friendship among fraternities, and pursuing unity through the Unified Students Organizations (UNISO)
EDRES (Education and Research) Committee
Head: Phoebeth Peras
The Education and Research Committee serves to substantiate stands of the student council. It works hand in hand with the different SC committees in addressing issues concerning the students, faculties, employees, and the community. EDRES also spearheads the Alternative Classroom Learning Experience (ACLE). Back to top

| Tug-Ani Constitution |
Section 1. The official publication of the University of the Philippines Cebu College shall be called Tug-ani.
Section 2. The Tug-ani shall be autonomous and independent from the college Student Council, the niverity administration, and al co-curricular organizations within and outside the university.
Section 5. The Tug-ani shall serve as the publication of the UP students, informing the community of news and developments within the outside the university. It sahll also serve as the medium for committees and independent student opinion on national and commmunity issues free from prior censorship, motivating students to actively participate in positive transformation of the Philippine society in general and the university in particular.
Section 6. The Editorial Board and Staff exercise freedom of expression that carries with it the corresponding duties and obligations stated in this Charter and in the Constitution of the Republic and its laws.
Section 7. The Editorial Board and Staff shall likewise respect the rights and priveleges of other parties equally protected by the Constitution and its laws, affording the same rigt of refuting or replying to adverse criticism or comment to be printed not later than the issue subsequent to the publication of the said article.

| Declaration Principles |
The Tug-ani believes that:
a. Our colonial, repressive society and commercialized education system is resultant of the semi-colonial, semi-feudal and supressive society.
b. The neglect of student welfare and the supression of democratic rights are reflective of the over-all supression of the Filipino people's rights and the absence of natural sovereignty.
c. The school publication, in order for it to be genuine, must be responsible to the welfare of the studentry and the people; and to this end, should be committed and independent.
d. The college publication is committed if it actively pursues the tenets of free and respnsive publication; and'
e. It is independent if it has complete control in the planning and implementation of its programs of action and it is free to exercise its freedom of expression without prior censorship from anybody.
