Mission and Vision
UPV Cebu College envisions itself to be a world-class university known for academic excellence. It will be a regional center for cultural, social, and human development.
It will serve the Filipino people, especially those in Central Visayas, by promoting excellent undergraduate and gradute courses, and short-term trainings, which will be anchored on liberal education, human rights, equality, and people empowerment, aimed at addressing the quality of life of its students and other stakeholders.

Since it was established on May 3, 1918, the University of the Philippines Visayas Cebu College has been laying down the foundation of what it envisions itself to be: a world-class university that will be of service to every Filipino.
